But, with the end of the clear two-party system, we are left with a much more disparate, fluid and changeable array of actors to evaluate policy making.

In this new report Checks and Balances: Who’s holding the government to account? the Westminster Advisers team has examined a number of groups, from the media, to the public, to business groups, unions and intra-party factions. They have gauged how far this democratisation of scrutiny has gone; who (if anyone) now holds the government to account, and whether we are likely to see a return to more traditional structures of opposition in the future.
