LibDems Reshuffle Shadows
Nick Clegg has made changes to his front bench Liberal Democrat team following the Government's Cabinet reshuffle. The new appointments are: Alistair Carmichael, Shadow Secretary of State for Scotland and Northern Ireland; Tim Farron, Shadow Secretary of State for Environment, Food and Rural Affairs; Sarah Teather, Shadow Housing Minister; John Thurso, Shadow Secretary of State for Business, Enterprise and Regulatory Reform; Steve Webb, Shadow Secretary of State for Climate Change and Energy.

Glenrothes By-Election Date Set
The Glenrothes by-election is due to take place on 6 November. Lindsay Roy, will seek to defend the 10,664 majority for Labour, while the SNP runs with the leader of Fife Council, Peter Grant. The Conservative candidate is campaign manager Maurice Golden, and businessman Harry Wills lines up for the Liberal Democrats. The election takes place due to the death MP John MacDougall after illness.

Conservative Changes to Frontbench Team
Conservative Leader David Cameron has announced changes to the Opposition frontbench team: Greg Clark joins the Shadow Cabinet as the Shadow Secretary of State for Energy and Climate Change; Greg Barker is the new Shadow Minister for Climate Change; Charles Hendry, Shadow Minister for Energy; Nick Hurd, Shadow Minister for Charities.

Baroness Ashton to become UK's EU Commissioner
Baroness Ashton of Upholland is understood to be replacing Peter Mandelson as the UK's EU Commissioner. Made a life peer in 1999, Cathy Ashton has served as Parliamentary Under-Secretary of State in the Department for Education and Skills, Department for Constitutional Affairs, and Ministry of Justice. Most recently she has held a Cabinet post as Leader of the House of Lords and Lord President of the Council.

Mandelson Returns to Cabinet in Reshuffle
Peter Mandelson returns to the Cabinet from his stint as EU Trade Commissioner. He will be given a seat in the Lords and take up the post of Business Secretary from John Hutton. Hutton replaces Des Browne as Defence Secretary. Ed Miliband shifts to take control of a new Energy and Climate Change Department. Liam Byrne takes over at the Cabinet Office. Geoff Hoon will replace Ruth Kelly at Transport. Nick Brown becomes Chief Whip.

Sir Ian Blair Resigns as Met Police Commissioner
Sir Ian Blair has resigned from his post as the Metropolitan Police Commissioner, a role he had held since February 2005. Amid the move of London Mayor Boris Johnson taking over as Chair of the Metropolitan Police Authority, Sir Ian said in his resignation statement that "the new Mayor made clear, in a very pleasant but determined way, that he wished there to be a change of leadership at the Met. I understand that to serve effectively the commissioner must have the confidence of both the mayor and the home secretary. Without the mayor's backing, I do not consider that I can continue in the job". Read Boris Johnson's and the Home Secretary's formal statements.

US Senate Approves Bailout Plan
Voting 74 to 25 in favour of emergency legislation, the United States Senate has approved a new draft of the $700bn financial bailout plan. The proposals have seen the addition of further tax breaks for middle income America. The House of Representatives must still approve the text. The full name of the text is currently "A bill to provide authority for the Federal Government to purchase and insure certain types of troubled assets for the purposes of providing stability to and preventing disruption in the economy and financial system and protecting taxpayers, to amend the Internal Revenue Code of 1986 to provide incentives for energy production and conservation, to extend certain expiring provisions, to provide individual income tax relief, and for other purposes". Scottish Government to Provide Free School Dinners
Scottish Education Secretary Fiona Hyslop and Children and Early Years Minister Adam Ingram have announced a move to provide free school meals to all school pupils in primaries one to three. This national rollout follows a pilot scheme trial which covered five local authority areas. Ms Hyslop said "The Concordat between the Scottish Government and COSLA stated that if the evaluation of the trials were positive legislation would be introduced to allow extension of the nutritious free school meals to all children in P1 to P3. The pilot was a success with pupils, parents and schools and I have therefore introduced an Order to the Scottish Parliament today which will allow all local authorities to provide free school meals for P1 to P3 pupils. This Government has made it a priority to help children in their early years and this initiative does just that, providing every child with a free school meal in their first years at primary school."
