As our passionate and persuasive Senior Research and Advocacy Advisor you'll join our Inequality and Sustainable Development team providing thought leadership on Save the Children’s next major global campaign on excluded groups. You will provide oversight on Financing for Development (FFD) topics for the organisation and be central to developing research and policy that ensures positive change for children in the most vulnerable and marginalised groups.

In this integral role which focuses on the systematic barriers to better child outcomes, you will work to strengthen Save the Children’s policy and analysis – on domestic resource mobilisation, aid, humanitarian finance and private finance. As Senior Research and Advocacy Advisor you will also develop research partnerships with health, nutrition, education and humanitarian colleagues to generate new policy insights which enable us to develop policy change in the UK and globally. Your responsibilities will include:

  • To strengthen Save the Children’s policy and analysis on domestic resource mobilisation (DRM), aid, humanitarian finance and private finance;
  • To develop policies and advocacy positions that will give us the basis on which to call for development and humanitarian finance that reduces inequalities of all kinds;
  • To monitor and develop policies on sustainable and equitable financing mechanisms to ensure universal public services are fair and equitable;
  • To monitor the impact, quality and effectiveness of UK aid, focusing on current debates as well as forward looking advocacy strategies; and to develop strong relationships with the key players in this debate, including DFID, ICAI, UKAN and other NGOs;
  • To develop research partnerships with our health, nutrition, education and humanitarian colleagues that enable us to generate new and original policy insights, and which enable us to develop recommendations for policy change – and on how to best spend ODA - in the UK and global context;
  • To provide a watching brief on financing debates and political developments in the wake of the third FFD Conference outcomes and UNGA 2015;
  • To build the profile of Save the Children externally, including media work, speaking at conferences, summits and seminars, and meeting with senior officials in governments and international institutions such as the World Bank;
  • To carry out and commission pieces of research contributing to Save the Children’s strategy on development and humanitarian finance and make a significant intellectual contribution to the organisation’s work;
  • Work with regional offices and country offices to ensure the research and policy recommendations are relevant to different country contexts;
  • To contribute to advocacy strategies that seek to influence relevant stakeholders and achieve policy changes at global and national level;
  • To deepen and broaden Save the Children’s networks with leaders in academia, think tanks, government, the private sector and the media on financing issues;
  • To provide relevant briefing materials to senior leadership;
  • To help raise funds for policy and research work in the area of financing for development.

To be successful, you will have considerable experience in research and policy development in the field of economics and financing for development. You will need to be passionate about structural change and be able to make the arguments for reform of the international financial infrastructure. In addition you will have:

  • A sound understanding of financing for development issues and the functioning of the global development along with expert knowledge on tax;
  • Substantial post-graduate research/policy development experience in the field of economics and/or financing for development or any other relevant field;
  • A broad understanding of rights and development issues, international relations and the international humanitarian system;
  • A demonstrable track record in publications and policy research on financing for development issues;
  • A commitment to support cross-organisational initiatives and an ability to work collaboratively across and within teams;
  • Sound strategic thinking and planning skills, including the ability to think creatively, to innovate, and to set priorities, manage work-plans and evaluate progress;
  • Experience of working within budget constraints.

It is desirable to have experience of working within an INGO or think tank along with working on issues relating to child rights. Fluency in one or two other languages is also desirable.
