We’re looking for a proactive individual with a grasp of social policy issues and economics to join us as Policy Manager and develop policy for England’s leading housing and homelessness charity, with a focus on housing supply.

At Shelter, we have around 60 skilled and committed staff working in Policy, Research, Campaigns, Public Affairs, Media, Brand Management and Publishing & Creative. We work together to deliver well researched, powerful, targeted and timely policy analysis, communications and campaigns. The Policy Manager will play an integral role, driving our strategic approach across key areas of housing policy, working in a fast paced and high profile environment.

Benefits include 30 days annual leave, the possibility of flexible working and significant opportunities for learning and development.

Your key responsibilities:

  • Play a lead role in developing Shelter’s policy programme on key strategic campaigning themes, line manage Assistant/Policy Officers and contribute to team management and development;
  • Get to grips with the problems faced by the people who come to Shelter every day for help to enable us to swiftly respond to, and influence, local and national policy;
  • Develop innovative, workable and proactive policy on the issues that get to the heart of the nation’s long-term housing problems and can challenge any think tank;
  • Foster relationships with a variety of stakeholders in order to promote our objectives and build consensus.

And what you’ll need:

  • Excellent project scoping, project management and stakeholder engagement skills and a proven ability to communicate effectively via policy maker events, as well as social and traditional media;
  • A track record of quickly getting up to speed with new policy areas and analysing their importance for organisational objectives and defined groups of people;
  • Experience of coming up with new policy that‘s grounded in robust evidence, sensitive to public and/or cross party political attitudes and delivers positive change;
  • A flair for collaborating with other functions and communicating complex policy arguments effectively using appropriate evidence and audience insight, across a range of types of media.
