The Road Haulage Association (RHA) has appointed David Boot as its new UK Director of Public Affairs and Policy, starting 29 September 2025.
David brings almost 20 years of experience in public affairs and stakeholder engagement across the transport, science and education sectors. He joins the RHA from London North Eastern Railway (LNER), where he headed up the Stakeholder Team, overseeing public affairs and community engagement across a 900-mile rail network.
In addition to key roles at National Highways and NAHT (the school leaders' union), David has held public affairs roles at Gatwick Airport and the National Oceanography Centre. David began his career at DeHavilland and his consultancy work gives him a deep understanding of the wider UK political landscape. David is also the current Chair of the CIPR Public Affairs Group.
At the RHA, David will lead the organisation's public affairs and policy work across the United Kingdom, strengthening engagement with government, policymakers, and key stakeholders at all levels. His role will be central to delivering the RHA's mission to champion and support the commercial vehicle and road transport sector, including HGV, coach, and van operators, across the UK's nations and regions.
RHA MD, Richard Smith said:
"We're delighted to welcome David to the RHA. His experience across major transport infrastructure organisations, combined with a strong record of political engagement and policy influence, will be a huge asset to our members and our organisation. David's appointment strengthens our voice in Westminster, the devolved nations, and across the regions, ensuring the needs of our sector are clearly heard and strongly represented."
David Boot said:
"I'm excited to be joining the RHA at such a pivotal time for the road transport sector. With so much change across decarbonisation, infrastructure, and workforce challenges, it's more important than ever that our key sector's voice is at the table. I look forward to working with members, colleagues, trusted partners and policymakers throughout the UK to help shape a positive future for the industry."
