Richard Douglas CB, former Director-General of Finance and the NHS at the Department of Health has joined Incisive Health as Senior Counsel. Widely respected in 10 Downing Street, HM Treasury and across government for his track record in controlling the £100 billion NHS budget for well over a decade, Douglas adds invaluable experience and expertise to the advice offered by Incisive Health’s 20-strong team of consultants.

In a Whitehall career spanning almost 40 years, Douglas worked in HM Customs and Excise, the National Audit Office and as Finance Director at National Savings in addition to three separate stints in the Department of Health, beginning in 1990. After serving as the Department of Health’s Deputy Director for Finance between 1996 and 1999, Richard became Whitehall’s youngest ever Director General in 2001, retiring in May 2015.
