Role Overview

TheCityUK is seeking an experienced Head of Policy to play a key role supporting the Director of Policy & Public Affairs (DP&PA) to develop policy positions which support the competitiveness of the UK’s financial and related professional services.

The focus of the role is to support the delivery of TheCityUK’s ‘competitiveness agenda’. This comprises: tax, regulation, talent and reputation of the sector. Through development of evidence-based policy expressed through compelling public affairs engagement, we seek to improve the business environment for our members.

Role Profile

Policy and Public Affairs Programme Delivery

  • Working with the DP&PA and the Deputy Chief Economist (DCE) to develop research plan to support PPA objectives and to manage TheCityUK submissions to Government and other consultations;
  • Working with the DP&PA and the Deputy Chief Economist (DCE) to ensure TheCityUK has a comprehensive and up-to-date policy bible and on responses to set-piece occasions, such as the Budget, Autumn Statement and Queen’s Speech;
  • Being part of the management team of PPA to deliver the workplan in support of TheCityUK’s business objectives;
  • Working with the DP&PA to develop PPA strategy, including policy priorities, member and policymaker engagement and messaging;
  • Working with the DP&PA, IRSG Chair and CoLC to develop IRSG strategy, policy priorities and content;
  • Working with the Chairman of IAMIG to deliver a programme of work that adds value to the Government’s Investment Management Strategy;
  • Working with HMT, Insurance industry members and trade bodies to deliver an annual International Insurance Regulators and Policymakers’ Summit (IIRAPS);
  • Working with the DP&PA to develop and deliver policy that addresses the agenda of policymakers in the UK, EU, G8 and G20;
  • Managing the delivery of a programme of policymaker roundtables, seminars, conferences and other stakeholder events;
  • Managing day-to-day relationships with external agencies and consultancies supporting the P&PA programme.

IRSG Support

  • Working with DP&PA to develop and deliver objectives for committees and their working groups to be agreed by chair and members;
  • Working with DP&PA to develop agendas with input from chair and members;
  • Preparing papers;
  • Reporting to DP&PA and committees on achievement of committees’ objectives;
  • Supporting the work of new work streams as required;
  • Working closely with City of London Corporation to deliver the objectives of the IRSG and its sub-committees and working groups;
  • Working with IRSG Executive Board co-chairs and CoLC secretariat to deliver IRSG Executive Board programme and IRSG Council programme;
  • Joint responsibility (with the Head of Public Affairs) for PPA interface with CoLC secretariat for IRSG Executive Board and IRSG Council.

External engagement

  • Working with DP&PA to develop and deliver engagement in the policymaking process with stakeholders in the global regulatory and policymaker community, in the EU and UK nations and regions;
  • Working closely with Policy Managers on delivery of EU Country Plans and IRSG work stream engagement;
  • Working closely with International Team to deliver UK, EU and US policy objectives on cross-organisational priorities such as FSTIB and TTIP;
  • Working closely with Policy Manager in delivery of IRSG EEG meetings, IRSG work streams and activities related to European Banking Union;
  • Working closely with International colleagues.

Person Specification

Essential:

  • Experience managing a Policy Team;
  • Understanding of and interest in financial markets and products, economics and public policy;
  • “Self-starting”/prioritising tasks/attention to detail/conscientious/takes responsibility and ownership;
  • Good influencing and communications skills;
  • Ability to network, develop relationships and work with senior individuals across a range of organisations;
  • Analytical and report writing skills of a high calibre;
  • Willingness to develop in-depth knowledge of policy matters;
  • Willingness to travel to meetings overseas.

Desirable:

  • Academic or career experience in financial services or economics;
  • Public policy experience;
  • Degree in Economics/Political Science.
