If returned to power, Labour is committed to introducing a jobs guarantee scheme for under-25s, and for the over-25 long-term unemployed. Initially some 250,000 are likely to be eligible.
The advantages of this approach would be to build skills and confidence in people who have suffered particularly from the after-effects of the 2008 banking crisis so that they can become economically independent and increase the pool of employable workers available to business.

The Rt Hon Stephen Timms is currently the Member of Parliament for East Ham and the Shadow Minister for Employment. He is also the Labour Party's Faith Envoy.
Stephen entered Parliament in 1994 and held a number of ministerial posts under the previous Labour Government including Chief Secretary to the Treasury and Financial Secretary to the Treasury.
Before entering Parliament, Stephen worked in the telecommunications industry for fifteen years, first for Logica and then for Ovum. He managed Ovum's telecommunications reports business until his election in 1994.
Stephen is also a member of the Ramblers Association and Chair of Christians on the Left.
